I have an NEC 515 mobile phone, and it is capable of being an international phone. Do I have to do anything to make it so?

You shouldn't have to do anything. If it's unlocked and it supports the necessary bands, you should have no problem using it overseas. Simply search for available networks and choose one. That said, some U.S. carriers can make it hard for you to actually place a call. The best option (and a cheaper one) is to buy a prepaid SIM card in the country where you're traveling.
