Is public domain software open-source?

When writing earlier this week about Adobe's sponsoring of the SQLite project, I ran into a complicated issue: is software released into the public domain also open-source software?

I have an editor who hates headlines with question marks, but I'm afraid this time it's appropriate, because even experts disagree.

Adobe funds SQLite database

Adobe Systems said Monday it's helping to sponsor the SQLite database project, software that figures prominently in at least two of the company's high-profile new projects.

Adobe open-source honcho Dave McAllister said in a blog posting Sunday that Adobe had joined Mozilla and Symbian in joining the SQLite Consortium.
