There are 19.8 pounds of CO2 generated by burning 1 gallon of gasoline. Rather than having vehicles spewing all over the place, it makes a lot more sense to have a centralized 'spewer' (the power plant). By having it centralized it's easier to capture CO2 (and other pollutants). Furthermore by using battery technology people can potentially use their own power source to charge the battery.
I'm with GM on this one, most of my trips are less than 40 miles.
