AT&T now selling refurbished 8GB iPhones for $249

Although refurbished iPhones are currently missing from Apple's online store, AT&T has begun selling refurbished 8GB models for $249 through its Web site. There is a limit of one per customer, and the phone can be purchased with the $69 AppleCare program, which provides repair service coverage to two years from the warranty start date.

A few questions, does this phone come with a 2 year contract and is there a way to turn off EDGE?
I am an existing AT&T customer so I would love to just pop in my SIM and go. Also I would only want to ue the data capabilities when in a wifi zone only. Living in San Francisco, I am usually covered at 90% of the places I am at, ie work and home and the local shopping centers...

Am I being too greedy, well I just don't want to drop money for a dataplan I don't NEED.
Surely thats reasonable and I would assume most consumers are like me and want to stay in budget.
