Summary I can NOT say with certainty that the issue is solely a "CHRONO" issue, or if it is my carrier - of whom there have been many problems with service. Between not having a working phone (the Chrono, or the Motorola I switched from, because of calling issues), or it being some issue with Magic Jack, US Cellular has truly disappointed, yet again.
I recommend, if you are not on an incredibly cheap plan, you spend a few dollars and get something a step up or two.
